Wim Louw

I'm a senior data scientist at the City of Cape Town's Data Analytics Hub, where I curate datasets, build models, and integrate AI into how city departments deliver public services.

I'm drawn to problems where careful analysis can make a real difference in how things work for people.

Before joining the city, I spent seven years at J-PAL Africa running randomised controlled trials in labour markets, education, and energy, and went on to lead their South African research portfolio. Years of fieldwork and messy data shaped how I think about evidence and how I build things now.

I studied social research methods at the London School of Economics and linguistics at the University of KwaZulu-Natal.
